The Fractured State of Gas Shale Regulation; What It Implies for Communities

Nine months before the Pennsylvania Supreme Court would strike down Act 16, Pace Law School’s John Nolon delivered this talk which described the fundamental conflict the law created for communities seeking to use local zoning powers to limit adverse impacts on the local level.  The presentation was part of a panel discussion that concluded the YCEI Shale Gas Symposium on March 5, 2013.
